Bulgaria`s Prosecutors `Up to European Standards`

"Bulgaria's prosecutor's office has been to a large extent adjusted up to European requirements," Chief Prosecutor Nikola Filchev said at the concluding conference of the PHARE project �Strengthening the institutional capacity of the Prosecution office to counteract organized crime, economic crime and corruption ". The project, worth EUR 2,230 M is a continuation of the first PHARE project, which was completed in May 2003 with a budget of EUR 3 M. It includes a partnership agreement with the Bavarian Ministry of Justice and an investment component for computer equipment and software development. The agreement envisages the establishment of specialized units within the Prosecutor's office for combat with organized crime, economic crime and corruption and training of selected prosecutors from across the country. Filchev underlined that the recommendations of Bavarian experts from two years ago parallel Europe's requirements the country faces now. "A major part of our recommendations were included in Bulgaria's new Criminal Procedure Code," said Helmut Palder, a senior official of the Justice Ministry of the German Federal State of Bavaria, and head of the project from German side. Christof Stock, First Secretary of the Delegation of the European Commission to Bulgaria, stressed the importance that the EC assigns to the implementation of reforms in the judicial system. He recalled the words of the Commissioner for Enlargement Olli Rehn during his visit to Bulgaria in March that reforms in the judicial system is "the priority of priorities". "The wrap-up of the project marks a new start as most of the recommendations are just beginning to be implemented," Stock said. Stock vowed the support of the European Commission in modernizing the judicial bodies in Bulgaria. The participants in the conference expressed confidence that amendments to Bulgaria's legislation will be in accord with the recommendations of the foreign experts that participated in the project. A total of EUR 1,300,000 has been invested in computer equipment and building information systems under the project. Forty-five prosecutors have been trained for organized crime cases, thirty seminars held and a number of visits of Bulgarian experts to the Bavarian Prosecutor's office organized in the framework of the project. A total of EUR 11 M has been allotted for the development of the judicial system so far, plans are for another EUR 30 M to be granted in this sector.
